1. Identify the Building Code that applies in Noblesville by reviewing Section 154.04 Adoption of Rules by Reference in the Noblesville Code of Ordinances.
The Indiana Building Code applies in Noblesville.(1) Article 13 - Building Codes:
(a) Fire and Building Safety Standards
(b) Indiana Building Code
(c) Indiana Building Code Standards
(d) Indiana Handicapped Accessibility Code
2. Visit the Indiana Association of Building Officials website at http://www.iabo.com/ and follow the link to Current Codes. On which model code is the current Indiana Building Code based?
The Indiana Building Code is currently based on the International Building Code (IBC).Indiana Building Code: (675-IAC-13 IBC)Based on: 2006 International Building Code (1st printing) with Indiana Amendments,
Effective June 16, 2008.
3. Using the International Building Code, find the Use and Occupancy classification of the proposed new Keystone Building.
303.1 Assembly Group A. Assembly Group A occupancy includes, among others, the use of a building or structure, or a portion thereof, for the gathering of persons for purposes such as civic, social or religious functions; recreation, food or drink consumption or awaiting transportation.Although it is not clear, it seems that the most logical (and most appropriate of the 10 choices) use and occupancy classification for the new Keystone building is "Assembly Group A."
4. Using the International Building Code, describe each of the four types of construction. Based on the existing structure, under which of these types of construction could the Keystone Building fall? See section 503.1.
602.2 Types I and II. Types I and II construction are those types of construction in which the building elements listed in Table 601 are of noncombustible materials, except as permitted in Section 603 and elsewhere in this code.
602.3 Type III. Type III construction is that type of construction in which the exterior walls are of noncombustible materials and the interior building elements are of any material permitted by this code. Fire-retardant-treated wood framing complying with Section 2303.2 shall be permitted within exterior wall assemblies of a 2-hour rating or less.
602.4 Type IV. Type IV construction (Heavy Timber, HT) is that type of construction in which the exterior walls are of noncombustible materials and the interior building elements are of solid or laminated wood without concealed spaces. The details of Type IV construction shall comply with the provisions of this section. Fire-retardant-treated wood framing complying with Section 2303.2 shall be permitted within exterior wall assemblies with a 2-hour rating or less. Minimum solid sawn nominal dimensions are required for structures built using Type IV construction (HT). For glued-laminated members the equivalent net finished width and depths corresponding to the minimum nominal width and depths of solid sawn lumber are required as specified in Table 602.4.
The provided code indicates that there are five, rather than four, types of construction. Type 1 provides the most protection and can nearly be classified as "fireproof" while Type 5 provides the least and is virtually unprotected from fire. I would guess that the Keystone building best fits within the confines of type 3.
602.5 Type V. Type V construction is that type of construction in which the structural elements, exterior walls and interior walls are of any materials permitted by this code.
5. Compare the allowable Building Heights and Areas (IBC 2009 Table 503) for the Keystone Library using different construction types. What is the least restrictive construction type that can be used for the Keystone Library? Is a fire-protective layer required over the structural elements? Note: The letter A indicates that the structural members are protected by a fire-rated coating or cover (sheetrock, spray on, or another approved method). The letter B indicates that the structural members are not protected by an additional fire-rated coating or cover.
Type 1 is the most unrestrictive construction type with no limitations on area and generous limitations on the number of stories. Heavy fire protection is required for this type of construction.
6. What materials do you propose to use for the new interior walls and floor for the Keystone Building? Justify your answer.
I propose the use of fire resistant materials especially considering the flammability of the contents of the proposed building. Greater fireproofing will also allow less restriction due to the building code.

7. Use the IBC to determine the Occupant Load (IBC 2009 Section 1004) for the Keystone Building assuming a second floor is added. For now, conservatively assume that the second floor is entirely stacks and that the first floor is entirely reading rooms. In addition, because there is currently no plan to include an outside stairway to the roof, assume that the occupants of the green roof must exit through the 2nd floor. The building inspector has determined, based on the planned use of the green roof as additional reading area, that the occupant load for the green roof may be based on the requirements for reading rooms.
Library:
Reading rooms:
50 net Sq Feet Per Occupant
Stack area:
100 gross Sq Feet Per Occupant
First Floor (Reading Rooms): 9424 sq ft / 50 sq ft = 188 people
Partial Second Floor (Stacks): 4712 sq ft (?) / 100 sq ft = about 94 people
Green Roof: 9424 sq ft / 50 sq ft = 188 people
8. The occupant load is used to determine the minimum egress width for the building. Use the IBC to determine the required total egress width (IBC 2009 Section 1005) for the Keystone Building including the second floor.
1005.1 Minimum required egress width. The means of egress width shall not be less than required by this section. The total width of means of egress in inches (mm) shall not be less than the total occupant load served by the means of egress multiplied by 0.3 inch (7.62 mm) per occupant...
(Total Occupant Load) * (0.3 in) = Total Width of Egress
(470 people) * (0.3 in) = 141 in = 11.75 feet
9. What is the minimum number of exits required for the Occupant Load (IBC 2009 Section 1021)?
2 exits per story, 4 exits total based upon previous calculations.
OCCUPANT LOAD (persons per story)
MINIMUM NUMBER OF EXITS (per story)
1-500
2
501-1,000
3
More than 1,000

10. Read IBC 2009 Section 1021.2. Is it permissible to have only a single exit from the ground floor? From the second floor? Justify your answers.
Only assembly buildings with occupancy less than 49 people on the ground floor are permitted to have one exit. The Keystone building does not fit those restrictions.
The answers to the following questions should be researched in the Noblesville Code of Ordinances and the Noblesville Zoning Map.
11. In which zoning designation does the Keystone building property lie? (Refer to the Keystone Library Site Location Map to help locate the site on the zoning map.)
The Keystone building appears to be in a zone classified as "corporate campus planned district."
The Keystone building appears to be in a zone classified as "corporate campus planned district."
12. Describe the purpose of this zoning designation. Document your answer with a section number from the code.
159.107 COMMERCIAL DISTRICTS.
(H) Corporate Campus Planned Development District (CCPD)
(1) Purpose and Procedures. The purpose of the Corporate Campus Planned Development District (CCPD) is to encourage economic development activity and high quality, well-integrated development both north and south of the 146th Street corridor, east of State Road 37 to Prairie Baptist Road and Atlantic Road, and north of the I-69 interchange. This district is intended to provide for a broad range of uses, thus expanding employment opportunities in Noblesville and enhancing its tax base. Within this district are a number of subdistricts that represent various physical character areas. Although the CCPD District shall be developed in a unified and coordinated fashion, each of the subdistricts has tailored a purpose, use, bulk and site development standards reflective of its location, function, and desired appearance within the corporate campus park. It is the intent of this district to augment the other bulk provisions of this chapter. When not specifically addressed by this district, the bulk standard provisions of this chapter shall apply.
13. What is the minimum lot size within this designation? Does the Keystone Property meet this requirement? Document your answer with a section number of the code.
Lot size is addressed on table 6, but I can not find where CCPD zoning is specified within it.
159.107 COMMERCIAL DISTRICTS.
14. What is the maximum building height according to the Noblesville ordinance?
2-4 stories for commercial buildings. Need further information related to question 13 for a more precise answer.
2-4 stories for commercial buildings. Need further information related to question 13 for a more precise answer.
15. Read Section 159.120 of the Noblesville Code of Ordinances. Record any information that is important to the redevelopment of the Keystone building.
(A) Allowable Use of Land and Building.(1) No building, structure, or land shall be used or occupied and no building or structure or part thereof shall be erected, constructed, reconstructed, moved, or structurally altered except in conformity with all of the regulations herein specified for the district in which it is located.
(2) No structure shall be erected or altered to provide for greater height or bulk; to accommodate or house a greater number of families; to occupy a greater percentage of lot area; to have narrower or smaller rear yards, front yards, side yards, or other open spaces than herein required, or in any other manner contrary to the provisions of this chapter.
(B) Property Access. Every building hereafter erected or moved shall be located on a lot with frontage and access on a street, and provide for safe and convenient access, fire protection, and required off-street parking, except as otherwise provided in § 159.107(C).
(E) Topsoil Removal. No person, firm, or corporation, without an improvement location permit, shall strip, excavate, or otherwise remove topsoil for sale, other than on the premises from which the same shall be taken except in connection with the construction or alteration of a building on such premises and excavation or grading incidental thereto. (Exception, 1-3 District.)
16. Is the Use proposed in Keystone Building Project permitted on this property? Document your answer.
The keystone building seems like an appropriate fit in this zone. The code covered in question 12 seems to indicate that the restrictions in CCPD zone are somewhat lax.
17. When developing a property, when is landscaping and screening required?
(A) Any application or an improvement location permit and certificate of occupancy shall require a landscape plan as described herein. No improvement location permit shall be issued without city approval of such landscape plan. Prior to the issuance of the FINAL certificate of occupancy, a certificate of compliance shall be issued for the landscaping including residential planned development's overall and individual lots, and all non-residential uses and structures as per this subchapter.Landscaping is required for all residential and commercial construction with the exception of drainage or utility easements.
